Did the CCBE produced a paper on the interpretation of the Directive 98/5/EC?

Since the adoption of the Directive 98/5/EC, and in order to facilitate a uniform implementation of the Directive, the CCBE regularly adopts guidelines for Bars and Law Societies in the European Union. A paper gathering all guidelines adopted by the CCBE is available on the CCBE web site.
 

Are these guidelines binding?

No.
They are not binding and were written in order to help the Bars and Law Societies of the Member States to implement the Directive. However, it must be pointed out that, through the CCBE, they were adopted by organisations representing the legal profession in each Member State
